In fact, long before RFP founders Robert Shaver and Kathy Graham began leasing group homes, they excelled in the healthcare provider industry. J. Robert Shaver
President

Robert, a certified public accountant, began his professional career in 1977 at Riney, Hancock and Company, CPAs in Owensboro, Kentucky. In 1980, Robert joined ResCare, Inc., as Controller. In 1983, he founded Normal Life, Inc., a provider of residential and training services for individuals with developmental disabilities. Over a period of 15 years under Robert’s leadership as President, Normal Life grew to serve more than 1,300 individuals in seven states. RFP Properties, Inc., was formed by Robert and Kathy Graham to provide capital for the real estate needs for Normal Life’s operations. In 1998, Normal Life was sold to ResCare. In the years following the sale, Robert has continued to lead RFP Properties in providing housing, office space and programmatic space to companies and individuals with special needs.

Kathryn Shaver Graham
Vice President

Kathy, a certified public accountant, began her professional career in 1980 at Ernst & Whinney in Louisville, Kentucky. In 1984, Kathy joined Normal Life, Inc., as Executive Vice President and CFO. In this position, Kathy oversaw the accounting, finance, cost reimbursement, IT, human resources and administrative departments. She also assisted in the development and marketing aspects of Normal Life. During her tenure at Normal life, Kathy was an active member of the Kentucky chapter of AAMR, serving as its Treasurer, and the Southeast AAMR, serving as a member of the Finance Committee. Along with Robert, Kathy was a founder of RFP Properties, Inc., and has continued to work with RFP since the sale of Normal Life in 1998.

John W. Shaver
Controller

John began his professional career at Normal Life, Inc., in 1989. He was involved in the accounting and cost reimbursement departments, serving as Divisional Controller, and was ultimately responsible for the corporate IT department. John has worked for RFP Properties, Inc., since 1998 and is responsible for the accounting department, banking relationships, administrative issues, and IT functions.

Joseph C. Shaver
Property Manager

Joe began his professional career in 1986 as a construction manager for a local construction company. From 1992 to 2001, Joe worked for UPS as an International Customs Broker. In 2001, he joined RFP Properties, Inc., as Property Manager responsible for locating and purchasing property, property renovations, property inspections, and home maintenance.

Charles W. Shaver
General Counsel and Development Officer

Charlie, an attorney, joined RFP Properties, Inc., in 2006. Charlie is responsible for property management, property acquisitions, development, marketing, and leasing terms. Since 2006, Charlie, along with Joe, has located, renovated, and leased more than 100 additional ICF homes, waiver homes, and other properties for numerous providers throughout the country.

Donna Doiron
Organizational Facilitator

Donna Doiron comes to RFP after 35 years in the Building and Remodeling industry with Doiron Professional Remodeling. She holds Associates degrees in Architectural and Interior Design, which assist with various needs within the property industry. Her interest in aging in place and ADA-related design allows for creative solutions that easily integrate into the properties used for those individuals needing diverse and creative solutions for everyday life.

As an organizational facilitator, she creates smooth pathways of communication between the office and clients. Her ability to seek out positive outcomes in a solution-based environment is key to success in this organization.

Stephen Hack
Asset Manager

Stephen is a seasoned real estate professional with decades of diversified real estate experience. Licensed in multiple states, Stephen assists RFP Properties with real estate sales, acquisitions, construction project management, and property management. He provides an exceptional real estate business acumen with both a tenant and landlord breadth of perspective.

Larry Weishaar
Operational Relations & Development

Larry joined RFP Properties in 2019 after "retiring" from 40+ years working in the field of providing supports and services to people with intellectual and developmental disabilities. Having started in the field as a Direct Support Professional while in college, getting his BS in Therapeutic Recreation, he has gained hands-on experience and skills while moving up through various levels of management and supervision in the industry. He brings a strong awareness of what is required to provide quality support and services. He was the "go-to" person for many years related to quality systems as well as emergency preparedness and after disaster coordination and planning with ResCare. He also has been involved at the national level having served both the ANCOR Board of Directors and the ANCOR Foundation Board. He has been involved with Special Olympics for many years and has served on the board for SOKY.
